The contract is for the procurement of six setscrews with NSN 5305-01-469-0555, issued under solicitation SPE4A6-26-T-50A3 by the Defense Logistics Agency’s ASC Commodities Division. Delivery is required at the DLA Distribution facility in New Cumberland, Pennsylvania, within 146 days of an official order, with FOB Destination terms applying. The item is subject to export control under either ITAR or EAR, meaning any disclosure of associated technical data to foreign persons, including foreign nationals within the U.S. or overseas, requires prior authorization from the Department of State or Department of Commerce. Access to this controlled data is restricted to contractors who hold an approved US/Canada Joint Certification Program certification, have completed mandatory DLA training on export-controlled data handling, and have received formal approval from DLA. Packaging and marking must strictly comply with MIL-STD-2073-1E and MIL-STD-129, including standardized 2D Data Matrix barcoding on all packaging levels, and mercury or mercury-containing compounds are prohibited in packaging and preservation unless specifically exempted for functional components such as instruments or weapon systems. Preservation requires dry cleaning and dry storage with no preservation material applied. Inspection and acceptance are to occur at the delivery point, and acceptance requires zero non-conformances as defined by MIL-STD-1916 or comparable zero-based sampling standards. The contractor must adhere to hazardous material labeling under OSHA’s Hazard Communication Standard and ensure compliance with cybersecurity requirements, including safeguarding covered defense information in accordance with NIST SP 800-171 and reporting cyber incidents within 72 hours. Invoicing must be submitted electronically through WAWF. The contract type remains unspecified and will be determined by the contracting officer, though the structure and emphasis on compliance suggest a potential Low-Price Technically Acceptable award approach. Offerors must provide their Unique Entity Identifier and CAGE code, represent their small business status if applicable, and confirm compliance with prohibitions on covered defense telecommunications equipment. No formal evaluation factors or weights are detailed, but compliance with technical, export, cybersecurity, packaging, and socioeconomic requirements will be critical to acceptance.
