The contract involves the procurement of 100 units of SCREW, CAP, SOCKET HEAD with NSN 5305-01-643-5285 under solicitation SPE4A6-26-T-49S5, issued by the Defense Logistics Agency’s ASC Commodities Division. Delivery is required within 20 days of order issuance to the Naval Station Newport, Rhode Island, with FOB Origin terms placing responsibility on the supplier until shipment loading. The item must comply with stringent technical and quality standards, including reference to the DLA Master List of Technical and Quality Requirements, and adherence to MIL-STD-2073-1E for packaging using Class 31 dry preservation, and MIL-STD-129 for labeling and barcoding with 2D Data Matrix codes for NSN and CAGE identification. Inspection and acceptance occur at destination, governed by MIL-STD-1916 or ASQ H1331 sampling plans requiring zero non-conformances for critical attributes with an AQL of 0.1, while unspecified attributes are treated as major with a 1.0 AQL. Mercury or mercury-containing compounds are prohibited except in specific functional applications like batteries, fluorescent lights, and naval instruments, with portable mercury-containing devices requiring shockproof design and secondary containment per NAVSEA 5100-003D. Technical data associated with the item is subject to ITAR or EAR export controls, restricting dissemination to contractors with approved JCP certification, training completion, and DLA authorization. All contractors must validate UEI and CAGE codes, declare small business or socioeconomic status if applicable, and comply with clauses on trafficking in persons, equal opportunity, and subcontracting limitations. Invoicing must occur through WAWF, and adherence to hazardous material labeling per 29 CFR 1910.1200 is mandatory. The contract type remains unfilled, and while no pricing is specified, automated award may be used, with price playing a significant role alongside technical compliance under a potential LPTA basis. Government identification must be removed from rejected items, and bare item marking is required per RQ017. All submissions must be made electronically via DIBBS by the specified deadline.
