The contract pertains to the procurement of 310 self-locking cone seat hexagon nuts, identified by NSN 5310-01-064-3910, under solicitation SPE4A6-26-Q-0903, issued by the Defense Logistics Agency’s ASC Commodities Division. The item is classified as a commercial item, and delivery is required 106 days after the order date to designated military installations including Fort Sill, Oklahoma, and Fort Benning, Georgia, with FOB Origin terms applying. Packaging and marking must adhere strictly to MIL-STD-2073-1E and MIL-STD-129, employing a U packaging code, clean/dry preservation method, and box unit containers with appropriate barcoding; however, U.S. Government Unique Item Identification is not required per DFARS 252.211-7003(c)(1)(i). The solicitation employs a trade-off evaluation process weighing past performance, particularly historical quality and delivery compliance as assessed through SPRS and PPIRS-RC data, equally with cost or price. The item involves technical data subject to export controls under ITAR or EAR, restricting dissemination to only those contractors with approved JCP certification, completed DLA export training, and DLA authorization. Invoicing must be conducted via Wide Area WorkFlow, and compliance with all applicable clauses including those on trafficking, labor rights, whistleblower protections, and counterfeit parts is mandatory. The contract includes provisions for termination for convenience and default, and requires flow-down of critical clauses to subcontractors. No pricing details are provided in the solicitation, indicating this is a request for quotation with prices to be submitted by offerors.
