Packaging must comply with ASTM D3951 and the DLA Master List of Technical and Quality Requirements, with palletization governed by RP001. Marking and labeling are strictly controlled: packaging requires MIL-STD-129-compliant barcoding, bare items must bear permanent identification per MIL-STD-130N, and government identifiers must be removed from non-accepted supplies. All hazardous materials require labeling consistent with OSHA’s Hazard Communication Standard, and safety data sheets must be submitted prior to award. Export-controlled technical data associated with this item is subject to ITAR or EAR, restricting disclosure to foreign persons without prior authorization, and access is limited to contractors with JCP certification, completed DLA training, and approved status. The contract incorporates extensive federal and defense acquisition regulations, including clauses on employment eligibility, sustainable products, cybersecurity safeguards, whistleblower rights, prohibited materials like hexavalent chromium, and restrictions on foreign-flag shipping unless waived. Offerors must certify their small business status via SAM.gov, submit Unique Entity Identifiers and CAGE codes, and provide all required technical data packages, including TDP Rev A Gen 1, via the DIBBS portal by August 13, 2026. Submission is electronic only, payment processing occurs via WAWF, and no pricing details are disclosed in the solicitation, leaving unit cost and total value undefined.
