Washington County has restructured its nutrition services procurement to enhance participation from community agencies by separating the congregate meal program from the home delivered meal program. Previously, a single provider was required to deliver both types of meals, which limited the number of organizations able to submit proposals. Since the 2020 change, multiple providers have been engaged to serve different areas within the county, broadening service coverage and fostering competition. The current solicitation specifically targets the congregate meal programs, aiming to secure multiple providers that can collectively serve the majority of Washington County residents. The Request for Proposals (RFP) titled "Nutrition RFP - Congregate Meal Programs" was posted on February 4, 2026, with a response deadline of March 5, 2026. It is managed by the Department of Aging and Veterans Services (DAVS) under Oregon’s jurisdiction. The solicitation encourages organizations capable of providing congregate meal services to submit proposals, with the intent of continuing the strategy of multiple providers serving diverse parts of the county. Primary and secondary contacts are available to assist potential applicants, ensuring clear communication throughout the procurement process.

Full Description

For 10 years prior to 2020, Washington County had one meal provider and it was required that they provide both congregate meals and home delivered meals. In requiring an organization to have the ability to do both congregate and home delivered meals in previous Requests for Proposals (RFP), it limited the community agencies who could submit proposals. In 2020, it was decided to break out the nutrition RFP into two separate areas (Congregate and Home Delivered Meals) to allow for more variety in the community organizations who would apply. After our last Congregate RFP, we ended up with four different meal providers who served a wide range of areas within Washington County. We are hoping to have multiple providers after this RFP closes that once again covers the majority of Washington County residents.
