AI Contract Overview
The United States Fish and Wildlife Service intends to award a sole-source, firm-fixed-price purchase order to Opportunity Village for janitorial services at the Desert National Wildlife Refuge in Las Vegas, Nevada, under the AbilityOne Program, as mandated by FAR Part 8. This procurement is conducted under FAR Subpart 13.106-1(b)(1)(i) and (ii), leveraging the Simplified Acquisition Threshold, and is justified by the statutory requirement to source custodial services exclusively from certified nonprofit agencies participating in the AbilityOne Program. Opportunity Village has demonstrated consistent, successful performance in this role over the past five years, and no other responsible source can meet the federal mandate, eliminating the need for competition. The contract period runs from October 1, 2025, through September 30, 2026, with an option to extend for an additional six months at the government's discretion. Services include weekly to tri-weekly cleaning of the Visitor Center and Administrative Office, aligned with seasonal visitation levels, and are classified under NAICS code 561720 and Product Service Code S201. All offerors may submit capability statements by May 1, 2026, via email to Marshall Richard at marshall_richard@fws.gov, but responses must include the Unique Entity ID and business size and are solely for evaluation of potential competition; no reimbursement is provided for submission costs. The contractor must be registered in SAM.gov with accurate EFT, UEI, TIN, and contact details for payment processing. No pricing details are publicly listed, and the contract value remains unspecified. There are no packaging, marking, inspection standards, or security clearance requirements specified beyond compliance with the statutory authority and past performance. Technical oversight is provided by Michael Matthews and Christa Weise, while Marshall Richard serves as the sole contracting officer. No FAR clauses, attachments, or formal evaluation criteria are detailed in the documentation, as the sole-source nature precludes competitive scoring.
