AI Contract Overview
The U.S. Army Corps of Engineers, Portland District, is consolidating its design-build and design-bid-build construction requirements across the Northwestern Division, encompassing the Portland, Seattle, and Walla Walla Districts, into a single Multiple Award Task Order Contract with an estimated total value of $99 million over a five-year base period. This consolidation, justified under FAR 7.107-2 and aligned with NAICS code 237990, replaces numerous standalone contracts covering repair, maintenance, and new construction of critical infrastructure such as flood control and hydroelectric dams, river navigation systems, levees, recreational facilities, office buildings, and roadways. The move is expected to generate significant cost savings totaling $17.58 million, including a 56% reduction in procurement costs, $15.67 million in revenue protection by shortening the project acceptance timeline for hydropower generation, and $800,000 in administrative efficiencies by replacing 25 separate contracts with one MATOC. To ensure broad eligibility and mitigate the impact of bundling, the contract is fully set aside for small businesses, with a total value reserved exclusively for small business concerns. The solicitation is anticipated to result in three to five awardees, with individual task orders sized between $1.5 million and $10 million, well within the NAICS size standard. Minimum guarantees of $3,000 per awardee, teaming provisions under FAR 52.207-6, and extensive market research confirming the presence of 18 qualified small businesses are in place to promote fair competition. The public comment period ends seven days after posting, with the solicitation expected to be issued in August 2026, and inquiries can be directed to Andrew Sprys or Justin F. Figueredo at the Portland District office.

Full Description
TITLE: Public Notice of Consolidation - Multiple Award Task Order Contract for Design-Build/Design-Bid-Build Construction, Northwestern Division
NOTICE TYPE: Special Notice
NAICS CODE: 237990
SOLICITATION NUMBER: W9127N26RA019
DESCRIPTION:
In accordance with FAR 7.107-3 and 15 U.S.C. § 657q, the U.S. Army Corps of Engineers, Portland District, provides public notice of its determination to consolidate contract requirements for design-build and design-bid-build construction services across the Northwestern Division (Portland, Seattle, and Walla Walla Districts).
Consolidation Determination:
The Contracting Officer has determined that consolidation of these requirements is necessary and justified in accordance with FAR 7.107-2. The consolidation will establish a single Multiple Award Task Order Contract (MATOC) with an estimated total capacity of $99,000,000 over a five-year base period.
Requirements Being Consolidated:
This consolidation will replace various stand-alone contracts previously awarded for repair and maintenance of real property and construction services, including new construction and renovation to large civil works projects. Work includes flood control and hydroelectric dams, river navigation facilities, maintenance and office facilities, roadways and recreation facilities, and river levees across three districts.
Anticipated Benefits:
The quantified benefits of consolidation total $17,584,365 (17.8% of contract value), substantially exceeding the FAR 7.107-2(d)(1)(ii) threshold of $9.4M. Benefits include:
• Procurement cost savings: $1,116,265 (56% reduction vs. stand-alone contracts) • Revenue protection: $15,668,100 (140-day PALT reduction protecting hydropower generation) • Administrative efficiency: $800,000 (reduced overhead for 1 MATOC vs. 25 stand-alone contracts)
Small Business Considerations:
This procurement constitutes substantial bundling under FAR 2.101 (total value exceeds $8M threshold). The agency has assessed barriers to small business participation and determined they are minimal and adequately mitigated through:
• Total Small Business Set-Aside (100% of contract value reserved for small business) • Multiple awards (3-5 contractors) • Reasonable task order sizing ($1.5M-$10M, within NAICS 237990 size standard) • Minimum guarantees ($3,000 per awardee) • Teaming provisions (FAR 52.207-6)
Market research identified 18 capable small businesses, and 5 historical MATOCs successfully utilized small business pools for identical scope.
Consolidation Determination and Findings:
The complete Consolidation Determination and Findings memorandum is available upon request. Contact information is provided below.
