This contract involves a five-year partnership between the New York State Department of State's Division of Community Services and the New York State Community Action Association (NYSCAA) to provide training and technical assistance to the NYS Community Action Network. The initiative is funded through the federal Community Services Block Grant (CSBG), which aims to reduce poverty, revitalize low-income communities, and promote self-sufficiency among low-income families. Under the CSBG Act, states allocate 90% of their grant funds directly to local agencies, with the remaining funds used for administrative costs and projects aligned with the program's statutory goals. The contract ensures that NYSCAA will support community action agencies in complying with federal standards and maximizing the impact of CSBG funds. The procurement is designated as a single-source award, with NYSCAA as the sole recipient, due to its established role and expertise in delivering training and technical assistance within the NYS Community Action Network. The contract is valued between $500,000 and $2,000,000, with an end date of July 9, 2025. It covers all counties in New York State, emphasizing a statewide approach to strengthening community action efforts. The primary contact for this contract is Leah Golby, Contract Management Specialist 2, who can be reached via email or phone for questions related to the procurement process.

Full Description

The Community Services Block Grant (CSBG) is a federal anti-poverty block Grant, administered by states to provide core funding to local agencies to reduce poverty, revitalize low-income communities and to empower low-income families to become self-sufficient. CSBG is currently authorized under the 1998 federal CSBG Act. States must fund a network of local entities with 90% of their CSBG grant award. Of the remaining 10%, states can use up to 5% for administrative costs and the remaining funds (discretionary funds) for projects that help accomplish the statutory goals of CSBG. Partnerships among supporters and providers of services play a large role in the successful implementation of CSBG grants.  The Community Services Block Grant Act, with guidance provided by the U.S. Department of Health and Human Services (HHS) calls for the provision of training and technical assistance for Community Action Agencies (CAAs) that require assistance to comply with federal standards. This single source is so that the NYS Department of State's Division of Community Services can partner with the New York State Community Action Association (NYSCAA) to provide training and technical assistance to the NYS Community Action Network related to federal funding guidelines and CSBG program goals.    Reason for advertising exemption: Single Source Award recipient: NYS Community Action Association Any questions or comments regarding this notice of sole-source, single-source, or procurement otherwise exempt from advertising in the NYS Contract Reporter should be directed to the contact person listed for the contracting agency or public authority. Ad end date:07/09/2025 Contract term: 5 years County(ies): All NYS counties
