Oak & Pecan Seed

The Missouri Department of Conservation is soliciting clean, 2026-crop Oak and Pecan seed for delivery to the George O. White State Nursery in Licking, Missouri, with solicitation number MDC 0000000217SL posted on July 8, 2026, and responses due by July 29, 2026. The contract requires delivery of specific oak species including Black Oak, Cherrybark Oak, Chinkapin Oak, Northern Red Oak, Nuttall Oak, Overcup Oak, Pin Oak, Post Oak, Swamp Chestnut Oak, White Oak, and Willow Oak, along with Pecan seed, all sourced from the Midwest region—specifically Missouri, Kansas, Iowa, Illinois, Kentucky, Arkansas, Tennessee, or Oklahoma. All seed must be free of debris, conform to approved samples, and meet strict physical criteria: oak acorns must be floated with radicals no longer than 1/32 inch, and pecan seeds must be unsized with no grade-outs. Delivery is FOB destination, freight prepaid and allowed, with the contractor responsible for unloading at the nursery’s designated area by June 1, 2027. The Department retains full authority to inspect and reject non-conforming seed, and substitutions require prior written approval. The contract is evaluated on a trade-off basis using a 200-point cost evaluation model that rewards the lowest price with the highest score, supplemented by up to 15 bonus points for commitments to blind or sheltered workshops, where suppliers must commit at least 6% of the contract value to receive full credit. Supplier responsibility and compliance with all terms are mandatory, and participation in sheltered workshops requires monthly reporting and verification affidavits upon contract closeout. Contractors must be registered in MissouriBUYS (MOVERS), provide a Unique Entity ID, remain compliant with federal debarment rules under 2 CFR Part 180, and carry $2 million general liability insurance with the Department named as an additional insured. Confidentiality agreements are required, data breaches must be reported under state law, and all deliverables become the property of the state. The contractor is solely responsible for subcontractor performance, must comply with Missouri’s Buy American Act and ADA, and cannot seek indemnification from the state.
