Oak Ridge Prescribed Burns

The Oak Ridge Prescribed Burns project, managed by the California Department of Parks and Recreation, aimed to conduct controlled burns in grasslands and oak woodlands near the Sonoma Developmental Center east of Arnold Drive, adjacent to Sonoma Valley Regional Park, to mitigate wildfire risk, restore natural fire cycles, enhance biodiversity, and promote long-term ecological stewardship. Work was limited to areas previously affected by the 2017 wildfires and along existing fire roads, trails, and non-system routes, with no new ground disturbance planned and minimal impact to vegetation and viewsheds. The project was intended to use these established corridors as natural fire breaks, supplementing with hand-dug fire lines only where necessary to protect infrastructure and resources. Despite being posted as a forecast on September 18, 2025, the initiative was withdrawn shortly thereafter on September 22, 2025, following the submission of a notice of exemption withdrawal, indicating the project halted before reaching solicitation or contractual execution. No contract value, pricing, delivery schedule, or performance period was established, and no formal contract type, clause, or award mechanism was initiated. The project’s environmental compliance relied on California CEQA categorical exemptions under Title 14, Sections 15301 and 15304, which classify such activities as having negligible environmental impact. The California Department of Parks and Recreation’s Bay Area District served as the lead agency, with Caitlin Powers, Environmental Coordinator, listed as the primary point of contact. Although the project was administered through the CEQAnet portal and referenced an associated environmental review document, no formal procurement documentation, contracting officer details, evaluation criteria, representations, or delivery instructions were included in the materials. Financial, logistical, and administrative elements such as payment terms, accounting codes, invoicing systems, packaging requirements, or contractor eligibility data were not developed due to the early withdrawal. The absence of any contract clause, solicitation number, or binding procurement structure confirms the project remained in the planning phase and was officially discontinued before entering into any contractual execution.
