OB/Gyn Services

The New Mexico Health Care Authority is soliciting applications for funding under the OB/Gyn Services in Northwest New Mexico initiative, with a total available funding pool of $1,000,000 to support the delivery and expansion of maternal and reproductive health services in Cibola, McKinley, San Juan, Valencia, and Catron counties. Eligible applicants must be Medicaid-enrolled providers currently serving Medicaid recipients and must propose services eligible for Medicaid reimbursement, including prenatal and postpartum care, labor and delivery, gynecologic examinations, family planning, cancer screenings, and menopause management. Proposals must be submitted electronically via the Euna Application Site by 11:59 p.m. MST on September 10, 2026, and must include a narrative of no more than 15 pages, a detailed budget using Appendix C’s cost response form, proof of eligibility, and optional letters of support. The funding period runs from September 1, 2026, to June 30, 2027, with services beginning no earlier than October 1, 2026, and all expenses must be incurred by June 30, 2027. Proposals will be evaluated on a 100-point scale based on service capacity and timeline (25 points), sustainability beyond grant funding (25 points), relevance to identified needs and Medicaid impact (20 points), budget reasonableness and financial management (20 points), and organizational expertise (10 points), with a panel of experts scoring each application independently. Funding is contingent upon legislative appropriation, and if not secured, the agreement terminates immediately. Awarded entities must provide verification of service delivery within 90 days after the funding period ends or forfeit the award, and submit a final report detailing the program’s impact. All materials developed under the agreement become property of the State of New Mexico, and contractors must comply with strict confidentiality, conflict of interest, debarment, and equal opportunity requirements tied to state and federal statutes, including the Governmental Conduct Act and 45 C.F.R. Part 76. Invoices must be submitted monthly or quarterly as retrospective payments, with a strict deadline of 15 days after the end of the fiscal year for payment eligibility.
