Obtaining Technical Assistance for the Office of Communications

THIS IS A COMPETITIVE SMALL BUSINESS SET ASIDE ACQUISITION. The Health Resources and Services Administration (HRSA) is soliciting proposals to obtain technical assistance on site and meet with HRSA personnel to accomplish various tasks required by the HRSA Office of Communications. The contractor shall (1) develop approximately 10-20 draft communications plans and timelines for the Director of the Office of Communications and deliver written products within 24 to 48 hours of requests. Draft plans shall be related to any HRSA-funded program including health centers, HIV/AIDS, maternal and child health, poison control, organ donation, health information technology, health professions, quality, and/or rural health; (2) provide the Director of the Office of Communications with approximately 4-10 draft outreach strategies to coordinate HRSA's involvement in cross-HHS communications activities; (3) provide ongoing coordination and collaboration with outreach staff at the Centers for Medicare & Medicaid Services (CMS) to ensure that HRSA grantees are informed of latest Medicare updates on prevention; (4) conduct an analysis of ongoing communications strategies in the Office of Communications and present findings (written and oral) to the Director of the Office of Communications within 3 months of contract award; (5) develop and recommend training for HRSA staff on communication principles within 6 months of contract award; (6) develop training materials and provide communications training for up to 140 HRSA managers and supervisors within 6 months of contract award that shall consist of one-on-one training for no more than 40 key HRSA personnel; and (7) provide monthly progress reports detailing completed tasks including electronic and hard copies of recommendations, findings, processes, etc. The period of performance will be for 12 months.
