AI Contract Overview
The contract solicitation SPE7LX-26-U-9006 is for the procurement of an obturator, identified by NSN 1095145533917, under an Indefinite Delivery/Indefinite Quantity (IDIQ) framework with a guaranteed minimum of one unit and a maximum contract value of $350,000. The item is subject to stringent technical and quality requirements mandated by the DLA Master List of Technical and Quality Requirements, which take precedence over all other standards including ASTM D3951 for packaging. The contractor must comply with MIL-STD-129 for all marking and labeling, including specifications for radioactive materials and hazardous substances as defined under OSHA’s Hazard Communication Standard. Demilitarization instructions for this Category I munitions item are governed by DODM 4160.28-Vol.3, and configuration changes require formal Engineering Change Proposal submissions with variance requests. Sampling and inspection protocols require zero non-conformances under MIL-STD-1916 or ASQ H1331, with verification levels assigned as VII for critical, IV for major, and II for minor attributes, and any unspecified attributes treated as major. Packaging and palletization must conform to RP001 and ASTM D3951, with delivery required FOB Origin in 154 days after contract award, inspected and accepted at the destination by the government. All hazardous and radioactive materials must be disclosed, documented with Safety Data Sheets, and labeled accordingly. The contract incorporates multiple DFARS and FAR clauses addressing ethical conduct, whistleblower protections, cybersecurity compliance per NIST SP 800-171, export controls, prohibition of hexavalent chromium, and restrictions on procurement from Communist Chinese Military Companies. Contractors must use WAWF for invoicing and comply with all representations regarding small business status, UEI, CAGE codes, and prohibited telecommunications equipment. No evaluation factors or specific pricing details are disclosed, and the quantity of nine units listed is an estimated annual amount, not a firm obligation.
