OCONUS Steam Sterilizers

The Defense Health Agency is conducting market research to identify manufacturers capable of supplying 14 commercial medical and laboratory steam sterilizers for use at U.S. military medical facilities in the United Kingdom, Germany, and Turkey. The requirement is broken into three equipment categories: two Class B tabletop units, six large-capacity tabletop units, and six floor-standing hospital-grade units, with a strong preference to source all units from a single manufacturer to standardize operations, reduce maintenance complexity, and ensure consistency across the OCONUS network. All equipment must be FDA-cleared and CE-marked as medical devices, fully compliant with EN 13060 for tabletop units and EN 285 for floor-standing units, and meet ISO 17665-1 standards for steam sterilization. The sterilizers must feature integral steam generation, programmable cycles at 121°C and 134°C, automated drying, Bowie-Dick testing capability, and digital cycle documentation supporting storage and retrieval of at least 1,000 records via USB or network connectivity. Units must operate on European electrical systems (230V/50Hz or 380–400VAC 3-phase), constructed with minimum 316L stainless steel, and maintain water quality under 15 µS/cm conductivity. Vendors are required to submit a capability statement not exceeding 10 pages detailing their ability to meet all technical requirements across the three categories, along with full product specifications, regulatory certifications, warranty terms (minimum two years), and proof of past performance supplying similar equipment to U.S. government or international medical facilities within the last five years. The government will evaluate responses to determine whether a single-source procurement is feasible or if an alternate acquisition strategy is needed. While the notice does not define pricing, delivery schedules, or evaluation factors, respondents are asked to provide rough order of magnitude pricing for the equipment and for maintenance plans covering a base year with four option years. All submissions must be sent electronically to the designated point of contact by July 31, 2026, and must confirm UEI and CAGE codes. Delivery and installation will occur directly at U.S. military medical installations in the UK, Germany, and Turkey, and vendors must demonstrate an established service infrastructure in Europe to support warranty and ongoing maintenance. The procurement is not set aside for small businesses, and no formal contract will result from this notice—it serves solely to inform future acquisition planning.
