Evaluation of offers will be based on technical capability including delivery date, past performance, and price, with no relative weighting assigned, allowing for a trade-off determination to identify the most advantageous offer rather than a lowest price technically acceptable approach. Compliance with stringent packaging and marking standards is mandatory, including adherence to MIL-STD-2073-1, MIL-STD-129R, ASTM D3951, and ISPM-15 for wood packaging, with all items requiring unique item identification marked in two-dimensional data matrix symbology per MIL-STD-130 and ISO/IEC standards. Invoicing must be submitted through the Wide Area WorkFlow system using designated DoDAACs, and contractors must maintain SAM.gov registration, provide valid UEI and CAGE codes, and affirm compliance with cybersecurity requirements under NIST SP 800-171 and prohibitions against sourcing from communist Chinese military companies or entities in Xinjiang. Contractors are also required to represent compliance with whistleblower protections, child labor prohibitions, trafficking in persons prevention, and other ethical and supply chain integrity standards.
