OEM REPAIR

The U.S. Navy, through the Naval Air Warfare Center Air Division, is conducting a sole source procurement under Simplified Acquisition Procedures (FAR Part 12) to acquire OEM repair and calibration services for two specific calibration standards, S/N 4440301 and S/N 4445301, from Fluke, the only authorized manufacturer. This procurement is issued as a non-competitive solicitation under the authority of FAR Part 12, with a firm fixed-price structure, and is not subject to any small business set-aside. All potential offerors must be currently registered in the System for Award Management (SAM) and must maintain active representations and certifications in SAM prior to submission; they are also required to confirm they are not excluded parties. Responses are due by June 16, 2026, and must be submitted electronically to Annie N. Bohmann at the designated Navy email address. The contract incorporates standard FAR and DFARS clauses, including requirements for commercial items, System for Award Management maintenance, prohibitions on inverted domestic corporations and covered telecommunications equipment, and compliance with unique item identification standards per MIL-STD-130 and MIL-STD-129 for labeling and marking. Payment requests and receiving reports must be submitted electronically via Wide Area WorkFlow (WAWF) using Electronic Data Interchange, Secure File Transfer Protocol, or direct web input. Both line items are for a single job each, with delivery required by July 17, 2026, to the FOB destination at the Naval Air Warfare Center Air Division in Patuxent River, Maryland, where final inspection and acceptance will occur. Units with a value over $5,000 must bear an IUID label as specified in DFARS 252.211-7003, and offerors must certify compliance with prohibitions on hexavalent chromium, convict labor, and certain internal confidentiality agreements. The government will not compensate offerors for expenses incurred in preparing responses, and non-Fluke vendors may only submit if they are authorized distributors capable of maintaining the original Fluke warranty.
