OEM REPAIR AND CALIBRATION

The U.S. Navy, through the Naval Air Warfare Center Air Division, intends to sole source a contract for OEM Repair and Calibration of specific aviation calibration equipment to Rohde & Schwarz Inc. under Simplified Acquisition Procedures per FAR Part 13.106-1(b), utilizing a firm fixed-price basis. This procurement is not open for competitive bidding, as Rohde & Schwarz Inc. is the sole manufacturer of the required equipment, and any other vendor must be an authorized distributor capable of maintaining the manufacturer’s one-year warranty. The contract involves the repair and calibration of 20 specified serial-numbered units, with delivery required no later than four weeks after award and a final delivery deadline of June 26, 2026, under FOB Destination terms. All work must meet strict calibration standards, including the provision of calibration certificates and stickers, and must follow an approved process involving Fleet TYCOMs and NAVAIR METCAL review. Offerors must be currently registered in the System for Award Management (SAM) and maintain active registration throughout contract performance, including keeping their Unique Entity Identifier and CAGE code current, with any changes reported within 30 days. Proposals must be submitted via email to Annie N. Bohmann by 5 p.m. on June 4, 2026. Payment will be processed exclusively through the Wide Area Workflow system using designated DoDAAC codes, and acceptance of all delivered items will occur at the Naval Air Warfare Center in Patuxent River, Maryland. The contract incorporates multiple FAR and DFARS clauses addressing cybersecurity, telecommunications equipment prohibitions, whistleblower rights, convict labor, and ethical conduct, along with representations regarding inverted domestic corporations and security exclusions.
