The Ohio Department of Commerce, Division of Unclaimed Funds, is seeking qualified contractors to manage the end-to-end operations of its Voluntary Compliance Program. The submission must include an Offeror Profile Form containing the contractor's narrative and an attestation of financial capability, as well as a completed Affirmation and Disclosure form. Audit services
Inquiries Inquiry 97621 | I have reviewed the scope of work and would like to confirm my understanding of the services being requested. At a high level, it appears that the selected provider's role is to contact holders, perform a prescribed sampling process, and document the results of those communications in a format required by the Division of Unclaimed Funds. based on the information gathered and documented, the Division will then evaluate the results and determine whether a formal inspection is warranted. If an inspection is deemed necessary, the Division would assign an auditor, different from the provider of this RFP, to conduct the examination. While I recognize that there are numerous compliance requirements, reporting obligations, and forms associated with this engagement, my understanding is that the primary objective is to conduct outreach to a significant number of holders and identify whether there may be indications of noncompliance with Ohio's unclaimed funds reporting requirements.Could you please confirm whether this characterization accurately reflects the scope at a high level, or advise if there are additional substantive responsibilities I may be overlooking? | Answer: That characterization is essentially true. The purpose of the ODUCF Voluntary Compliance Program is to identify potential holders of unclaimed funds that have not reported or have under-reported to the Ohio Division of Unclaimed Funds and educate them on the annual reporting requirements with the goal of helping them to file their unclaimed fund report and continue to do so year-after-year. There are a couple of end points in the program, the first being that the holder may enter into a Voluntary Compliance Agreement with the Ohio Department of Commerce and report and the second, if they do not engage with the Voluntary Compliance Program, is to identify non-compliant holders for potential audit. The contractor and Division will work cooperatively to identify target companies (holders) for participation in the program. The contractor will then contact and educate the holder how to perform a self-examination of their accounts, and to assist them with completing their Ohio Unclaimed Fund Report. Thank you. | Answered: 9/14/2026 Inquiry 97815 | According to Section 5.1, the RFP states that “All components of this information should be submitted with the attached Offeror Profile form, found on the last page of the RFP.” However, the Offeror Profile Form located on page 12 requires the Offeror “Provide the information described in Section 5.2 of the RFP.”Question: Please clarify the information that you would like provided on the Offeror Profile Form. Should the Offeror Profile Form include a summary of the cost proposal information requested in Section 5.1 or other information? | Answer: Apologies for the typo. The Offeror Profile form should only include the information requested in Section 5.1 (Contractor’s Narrative). Thank you. | Answered: 9/15/2026 Inquiry 97819 | Section 5.1 of the RFP states that we have to provide “Documentation of Contractor’s soundness and financial capability to perform the work.” Additionally, the Offer Profile Form requires offeror’s to “Describe Offeror’s financial stability.” However, Section 5.5 states that “the Contractor should not include in its Proposal information it considers confidential, proprietary, trade secret, or otherwise exempt from public disclosure” since all proposals are public record.Question: Please clarify whether an attestation of the offeror’s financial capability to perform services under the RFP would be sufficient. If further documentation is needed, please provide examples of the type of necessary documentation or information and please provide any detail as to how the Contractor can ensure confidential treatment of this portion of the response. | Answer: Yes, an attestation of the offeror’s financial capability to perform services under the RFP would be sufficient; thank you. | Answered: 9/15/2026 Inquiry 97822 | If the Contractor is currently working with the Ohio Department of Commerce, Division of Unclaimed Funds as a third party unclaimed property auditor, would the Contractor also be eligible for an award under this RFP? | Answer: Yes. | Answered: 9/15/2026 Inquiry 97962 | Please clarify if proposed compensation shall be submitted as a separate Cost Proposal document pursuant to section 1.7 of the RFP, or if respondents shall provide the Compensation for Deliverables information described in section 5.2 of the RFP in the Offeror Profile Form. | Answer: Proposed compensation shall be submitted as a separate Cost Proposal document pursuant to Section 1.7 of the RFP; thank you. | Answered: 9/16/2026 Inquiry 98141 | Please clarify whether respondents must provide an itemized budget of professional fees and estimated costs associated with providing all services described in the RFP if proposing to provide services on a contingency fee basis when responding to section 5.2 of the RFP. | Answer: No, we don’t need an itemized budget if proposing a contingent fee cost structure. Offerors should explain the contingent fee cost structure in their Cost Proposal. | Answered: 9/17/2026 Inquiry 98425 | According to Section 2.1, the RFP provides the following instructions: “Contractor will perform functions currently executed by Division auditors for the VCP, including three outreach cycles, maintaining documentation, tracking, and follow-up actions as specified in the “Voluntary Compliance Outreach Procedures Manual. See Appendix A.” However, Appendix A lists under Section 2. Selection of Outreach Companies that “The Compliance Supervisor, or his/her designee, begins the process by downloading a population of companies from Hoovers D&B for further analysis. . .” Question: Please confirm that the Contractor would be responsible for identifying a population of companies to propose for the Voluntary Compliance Program. If so, would the Contractor be permitted to use similar databases of company information other than Hoovers D&B to identify a population of appropriate holders for the Program? | Answer: 1) Yes, the Contractor will be responsible for selection of the companies with the Division’s approval. At times, the Division may request companies to be added to the Contractor VCP Outreach. 2) Yes, they may use databases other than D&B Hoovers. | Answered: 9/22/2026
