OIT Clinical Data Mart Operations and Maintenance (CDM)

The contract solicitation for the OIT Clinical Data Mart Operations and Maintenance (CDM) seeks qualified Indian Small Business Economic Enterprise (ISBEE) firms to provide comprehensive support for existing and future clinical data marts used by the Indian Health Service. The scope includes ongoing operations and maintenance of data marts, development of business intelligence solutions such as dashboards and scorecards, generation and distribution of user reports, answering technical inquiries, and delivering culturally appropriate customer service to IHS and Tribal staff. The contractor must implement data quality assurance processes, develop and test new or enhanced data marts, ensure full compliance with federal and IHS security regulations including HSPD-12, NIST SP 800-53, FIPS 199, and NIST SP 800-30, and adhere to Section 508 accessibility standards for all electronic and information technology deliverables. All work is governed by a firm-fixed-price structure, with specific labor roles designated as key personnel including Senior and Mid Qlik Developers, SQL Server DBAs, and Cold Fusion/SQL Developers, and a primary contract manager must be assigned with full operational authority and availability during federal business hours in Eastern Time. The base period of performance is six months, beginning September 30, 2026, and extending through March 30, 2027, with four optional one-year renewal periods. All deliverables—including monthly invoices and status reports due by the 15th of each month, transition plans, staffing updates, executive presentations, and documentation—must be submitted electronically to the Contracting Officer’s Representative and NPIRS Investment Manager and posted to the IHS SharePoint Repository. Contractor personnel must undergo background investigations, including fingerprinting and credit checks, at the contractor’s expense, prior to accessing IHS systems. Proposals must be submitted no later than July 13, 2026, via email referencing the solicitation number, must not exceed ten pages, and must include a completed IEE Representation Form certifying Indian ownership and compliance with the Buy Indian Act, along with SAM registration confirmation. Only small businesses under NAICS code 541511 are eligible to respond, and submissions must demonstrate relevant experience within the past five years, including project descriptions, contract types, dollar values, and customer information. The physical systems supporting this work are located in Albuquerque, New Mexico, while administrative oversight is coordinated from Rockville, Maryland.
