The Department of Housing and Urban Development’s Office of the Chief Information Officer is seeking industry input through a Sources Sought Notice to explore contractor capabilities for modernizing and sustaining the National Standards for the Physical Inspection of Real Estate inspection program. The goal is to implement a highly customizable commercial-off-the-shelf or as-a-service platform known as the NSPIRE NextGen System, which must support the full lifecycle of inspections across five core modules: Inspector Mobile Application, Field Office Application, Scheduling Application, Vendor Management Application, and Quality Control Application. The contractor will be expected to deliver comprehensive support services including program and project management, system stability and continuity, inventory and profile management, scheduling, defect tracking, quality control reviews, analytics and reporting, appeals and technical reviews, vendor and inspector administration, protocols and standards integration, training, security compliance, Agile sprint planning, user acceptance testing, CI/CD pipeline management, software installation, and change management. A robust change management program must be embedded to ensure operational readiness across HUD’s Assessment and Recovery Centers, field offices, property owners, agents, contractors, and inspectors. The performance period is structured as one base year and up to four additional one-year option periods, with performance occurring at the contractor’s facilities. Respondents must demonstrate their ability to meet specific technical and operational requirements, including maintaining SOC 2 Type II certification and ensuring key personnel hold active Project Management Professional and SAFe Scrum Master certifications upon contract award. All applicants must be registered in SAM and provide their DUNS number, CAGE Code, Tax Identification Number, Unique Entity ID, company structure, and business size under NAICS 541511 with a $34 million revenue threshold. Socioeconomic status certifications such as 8(a), Small Disadvantaged Business, Woman-Owned Small Business, HUBZone, or Service-Disabled Veteran-Owned Small Business must be disclosed if applicable. Responses are limited to ten pages and must be submitted via email by 2:00 PM EST on July 10, 2026, to the designated point of contact. Responses must include verifiable details on past performance, GSA Schedule contracting vehicles, and government-approved accounting systems if applicable. Teaming arrangements are permitted but require full disclosure of all partner entities. The submission must avoid generic statements and directly demonstrate capability with specificity for evaluation under FAR 52.219-14.
