The purpose of this solicitation is to establish a contract for the purchase of Brand Name or Approved Equal uniform components for the Ohio Department of Public Safety (ODPS), Ohio Investigative Unit (OIU). These uniform items will be used for official ODPS/OIU staff and agents and must meet strict quality and performance standards.
INVITATION TO BID INSTRUCTIONSInstructions, Terms and Conditions for Bidding (revised 01/29/26, attached) apply to this solicitation. STANDARD TERMS AND CONDITIONSThe State of Ohio Standard Terms and Conditions (revised 03/31/25, attached) apply to this solicitation and will govern any resulting Contract.EVALUATIONBids will be evaluated in accordance with ORC 125.07. In addition, the state will multiply the bid prices by the estimated usage listed in the bid and then adding each of the totals together to arrive at a total for all items.CONTRACT AWARDThe contract will be awarded to the lowest responsive and responsible bidder by low lot total. The low lot total will be determined by multiplying the unit prices by the estimated usage listed in the bid and then adding each of the totals together to arrive at a total for all items. Failure to bid on all items may result in the bidder being deemed not responsive.BRAND NAME OR APPROVED EQUAL SPECIFICATIONSThe products in this solicitation are being bid as Brand Name or Approved Equal in accordance with Ohio Administrative Code 123:5-1-10(D)(4). For items designated “Brand Name or Approved Equal,” bidders offering alternate items must provide detailed written justification in their bid for each alternate item offered on how the item offered is equal to the item specified. Based on the written justification provided, the State will determine if the item offered is equal to the brand name item named and if to issue an “approved” determination for the item.
