This contract involves the delivery of select backfill material to the Old Mill Picnic Area within the Spring Mountains National Recreation Area of the Humboldt-Toiyabe National Forest near Las Vegas, Nevada. The contractor is responsible for providing all labor, materials, equipment, and supervision required to haul and deliver up to 1,200 tons of the specified material, with an option for an additional 600 tons. The delivery site is accessible via US 95 and State Route 156, with specific considerations for navigating tight turning radii and compacted native surface roads, recommending the use of short bed dump trucks due to the active construction environment. Hauling operations are expected to commence around April 7th, 2014, and continue until May 31st, 2014, with the Forest Service coordinating start dates and managing site congestion by pausing deliveries if necessary. Onsite direction for unloading will be provided by representatives from the Forest Service or the onsite contractor. This contract is a total small business set-aside under NAICS code 484220 and is managed by the Boise National Forest office, with Tanya Spanfellner as the contracting officer. The place of performance is Las Vegas, NV, and all communications and contract administration will be handled through the Department of Agriculture's designated contacts.

Full Description

The Contractor shall provide all the labor, materials, equipment, and supervision required to deliver "select backfill" material to the Old Mill Picnic Area, located in the Spring Mountains National Recreation Area of the Humboldt-Toiyabe National Forest. Travel to the site, take US 95 northbound, approximately 13 miles past the city limits. Turn westbound onto State Route 156 (Lee Canyon Road), and proceed approximately 16 miles westbound on this road. The Old Mill Picnic Area will be located on the right side of the road, approximately 1 mile east of the Las Vegas Ski and Snowboard Resort (LVSSR). Old Mill Picnic Area is currently under construction; the road surfaces are tightly compacted native surface roads. Turning radii inside the site are tight and the site is an active construction site. Therefore, it is recommended that short bed dump trucks be used for the hauling. The Forest Service projects hauling operations start approximately April 7th, 2014; and continue until no later than May 31st, 2014. The Forest Service will provide the winning bidder with notification before or around April 7th, as to the approximate start date for hauling to commence. If the site becomes too overwhelmed with material, the Forest Service will coordinate to discontinue hauling operations, until space can be made on site to accept additional loads. Representatives from the Forest Service and/or onsite contractor will direct drivers on where to discharge their loads, which will be throughout the site. The Forest Service will require 1,200 tons of select backfill material, with the option of an additional 600 tons.
