AI Contract Overview
The National Institutes of Health, through the Office of the Department of Health and Human Services, is seeking services under a non-competitive procurement for the Olink Explore HT platform to analyze proteomic changes in patients with Myelodysplastic Syndromes, a group of heterogeneous stem cell malignancies marked by chronic inflammation, peripheral cytopenias, and bone marrow dysplasia. The project aims to leverage preliminary proteomic data from bone marrow plasma to uncover disease biology and identify potential therapeutic vulnerabilities. The Olink Explore HT platform is explicitly required due to its proprietary high-throughput, multiplexed protein detection capabilities using low-volume primary specimens, and only Olink’s proprietary workflow and associated plates are deemed acceptable to ensure the necessary analysis accuracy, comparability, and direct technical support that third-party providers cannot guarantee. This acquisition is being conducted under Simplified Acquisition Procedures per FAR Subpart 13 and is not expected to exceed the $350,000 threshold, allowing for a streamlined, non-competitive award process with no competitive requirements under FAR Part 6. The solicitation number is 75N98026Q00721, posted on June 30, 2026, with responses due by July 9, 2026, at 9:00 AM Eastern Time. All submissions must be sent electronically to Vishnuvajjala Hanumanth Rao at vishnuh@mail.nih.gov and must include a technical proposal, a cost-price proposal, the proposed period of performance, and mandatory administrative identifiers including the Unique Entity ID, Taxpayer Identification Number, and certification of business size. Offerors are required to maintain an active registration in the System for Award Management at SAM.gov, and while the government is open to evaluating proposals from any responsible source, the decision to proceed without competition remains entirely at its discretion. The contract will be performed in Bethesda, Maryland, and all applicable provisions and clauses from the Federal Acquisition Circular 2005-99-1 dated July 16, 2018, will be incorporated.

Full Description
Background Information: Myelodysplastic Syndromes are heterogeneous stem cell malignancies characterized by chronic inflammation, peripheral cytopenias, and bone marrow dysplasia. LRBGE preliminary data from targeted proteomic arrays has identified substantial changes in the proteome, including secreted proteins in bone marrow plasma from these patients, that may contribute to disease progression. The program has received Bench to Bedside funding to further interrogate these proteomic changes and identify disease biology and potential therapeutic vulnerabilities.
The Olink Explore HT platform is required because it provides high-throughput, multiplexed protein detection using low-volume primary specimens. Olink is the proprietary manufacturer of the Olink Explore HT platform and associated plates. Although third-party service contractors may theoretically offer related sample-processing support, they would not provide the same Olink Explore HT analysis workflow and may be more expensive while not delivering the same analysis, comparability, or direct platform support required for this project
