The US Army Corps of Engineers (USACE) has announced a standard public-private competition under OMB Circular A-76 to evaluate and determine the optimal service provider for all USACE Information Management and Information Technology (IM/IT) services within the Continental United States. This competition excludes IM/IT services for the Gulf Region Division, Far East, Korea, and Europe Districts. The scope covers a broad range of duties including Information Resources Management, Information Assurance, automation and systems support, communications, record management, printing, visual information services, and IM/IT administration. Approximately 1,300 Department of Defense civilian employees and 550 service contracts currently deliver these services and are subject to this competition. While no solicitation has yet been issued, the formal solicitation is expected, with comments solicited upon release of the draft Request for Proposal (RFP) in November 2004; the entire competitive process is projected to conclude by November 29, 2005. The competition aims to comply with statutory requirements and OMB Circular A-76 procedures, including an agency tender in addition to private sector and public reimbursable offers. The decision resulting from this process will determine the selected provider, which may be government or private sector, but the announcement itself does not guarantee contract award. The contracting authority lies with the USACE Engineer District in Baltimore, Maryland, with key oversight and competitive sourcing officials identified at both the Department of Defense and Army levels. Interested parties are encouraged to monitor updates and submit questions via the USACE Baltimore District’s designated web portal. No immediate action is required in response to this announcement, and detailed documentation such as the Project Management Plan will be made available later through official channels.
