The Department of Veterans Affairs, through its Technology Acquisition Center in New Jersey, has issued a special notice under solicitation number VA2600044494 concerning the procurement of Omnicell Medication Dispensing Cabinets for the Charles George VA Medical Center in Asheville, North Carolina. This effort aims to acquire three Omnicell XT Two Cell Medication Dispensing Cabinets to enhance medication access specifically within the Hospice and Community Living Center (CLC) units. The acquisition follows a direct-award path to Trillamed, LLC, using the GSA eBuy Federal Supply Schedule contract 36F79720D0041 under Special Item Number 65 II A-92 for medication and supply packaging and dispensing equipment. This direct-award approach stems from a documented determination under VA Technology Acquisition Center Market Research Loopback procedures and the Revolutionary FAR Overhaul clause 19.106-3, which concluded there was no reasonable expectation of receiving multiple offers from service-disabled veteran-owned small businesses, thus justifying sole source procurement. Vendors were notified that no proposals or responses should be submitted following this announcement. The contract encompasses a comprehensive turnkey solution including delivery, installation, configuration, testing, training, and phased deployment, ensuring seamless integration with existing Omnicell systems, software, and licenses at the facility. Key technical features emphasize adherence to healthcare regulatory standards and robust security measures such as biometric or password authentication, segregation of high-alert medications, barcode scanning, and real-time inventory management with automated restocking alerts. Contractor responsibilities also include coordination with on-site IT and biomedical personnel to confirm interoperability with hospital information infrastructure and electronic health records. Personnel working under the contract must undergo background investigations and meet VA security protocols, including mandatory cybersecurity and privacy training with signed adherence to VA’s Rules of Behavior. The agreement imposes stringent confidentiality requirements to protect medical and sensitive personal information, with enforcement provisions allowing for contract termination or withholding of payments in case of data breaches or noncompliance. Acceptance of the equipment will occur only after full delivery and operational verification, with no anticipation of partial acceptance or phased invoicing. Although detailed pricing is not provided, the contract covers specified quantities of medication cabinets, lockable and configurable drawers, return bins, software licenses, and wireless locking mechanisms, all procured under the direct-award framework to Trillamed, LLC.
