ON-CALL CONSTRUCTION, REPAIR & DEMOLITION SERVICES

The City of Roswell, New Mexico, is establishing multiple on-call contracts for construction, repair, renovation, remodeling, and demolition services to maintain municipal buildings, infrastructure, and public assets, as well as to handle code-enforcement and public-safety demolitions on private property. This is an indefinite-quantity, non-exclusive agreement with a total procurement value not to exceed 30 million dollars, though individual purchase orders are capped at 7 million dollars. The contract features an initial one-year term with two optional one-year renewals, for a maximum duration of three years. Selected contractors will be required to provide project-specific quotes for individual assignments and must comply with New Mexico prevailing wage and public works requirements for projects exceeding 60,000 dollars. Proposals are evaluated on a points-based system focusing on relevant experience and past performance, the management plan and approach, and the competitiveness of the cost proposal, each weighted at 20 percent. The solicitation requires a separate technical and cost proposal, with the latter utilizing a specific cost fee form for labor, equipment, and demolition unit pricing. Awarded contractors are responsible for obtaining all necessary permits and licenses and must maintain professional standards of workmanship. Final acceptance of work is subject to City inspection to ensure conformance with project specifications and legal codes.
