On-Call Environmental Engineering Services for Planning & Public Works

Pierce County is soliciting multiple firms to provide on-call environmental consulting services under solicitation number 2026-RFQ-039, with proposals due by May 27, 2026, through its eProcurement Portal. The contract, targeting a maximum five-year term with potential annual renewals, aims to establish a pool of qualified vendors capable of delivering a broad range of environmental services including biological, wetland, aquatic, geological, hazardous material, cultural resources, air, noise, and landscape architectural support for planning, design, and permitting of public works projects. These services are essential to ensure compliance with federal, state, and local regulations such as SEPA, NEPA, RCW, WAC, and standards from the Washington Department of Ecology, FEMA, FHWA, and FAA, supporting initiatives in surface water management, water quality, flood control, and ecosystem restoration. Each resulting contract is estimated at up to $1,000,000, with no fixed pricing structure beyond this cap and no LPTA selection method—instead, awards will be made based on a trade-off evaluation prioritizing experience and qualifications at 40%, followed by project approach, capacity, past performance, and submission accuracy. Evaluation of proposals will proceed in two phases: a technical review based on detailed submittals including organizational charts, resumes limited to one page per individual, and a project approach narrative that must include QC/QA programs, communication plans, and alignment with the County’s standard agreement, followed by optional interviews for top-ranked firms on a pass/fail basis. Subcontracting plans must disclose participation of Minority-, Women-, and Veteran-owned businesses, and all deliverables become the sole property of the County upon submission. Offerors must register in SAM.gov and provide a UEI, comply with conflict of interest statutes including Chapter 42.23 RCW, and certify adherence to Title VI, ADA, and other civil rights requirements, while also indemnifying the County against losses arising from noncompliance. Proposals must be submitted as a single PDF under 20 pages excluding resumes and forms, with strict formatting rules and no hard copies accepted. Performance will occur throughout Pierce County, with inspections and acceptance managed by County personnel, and payments issued within 30 days of properly submitted invoices. The County retains the right to reject any proposal, negotiate with multiple firms, and modify contract terms without binding obligation to the highest-scoring offer.
