AI Contract Overview
The City of Palm Springs is soliciting bids for on-call flooring repair and replacement services at Palm Springs International Airport under Solicitation Number IFB 26-17, with bids due by August 27, 2026. Bidders must hold a valid California C15 flooring contractor license, and if ceramic or mosaic tile work is involved, they must either possess a C-54 license or subcontract to a firm that does, with all license details submitted via Attachment H. The contract is structured as a three-year base term with two optional one-year renewal periods, contingent on mutual agreement and funding appropriation by the City Council. The award will be made to the two lowest responsive and responsible bidders using a Lowest Price Technically Acceptable methodology, where technical acceptability is determined by compliance with licensing, insurance, ethical conduct, non-discrimination, and certification requirements, and price determines selection among qualified bidders. Contractors must comply with California labor laws including prevailing wage, apprenticeship, and certified payroll reporting, and maintain GAAP-compliant records. All personnel requiring unescorted airport access must undergo TSA Security Threat Assessment and FBI fingerprinting, hold valid photo badges, complete SIDA training, and be covered by the contractor for associated fees. The contractor must maintain insurance policies with ten-day advance notice of renewal, designate authorized signatories for badge requests and contract binding, and disclose all owners or investors with a 5% or greater beneficial interest. Non-discrimination and conflict of interest provisions are strictly enforced, prohibiting any financial interest between the contractor and City officials. Invoices must be submitted monthly via email to airportinvoices@palmspringsca.gov with itemized charges, purchase order references, and supporting documentation, and payments are processed within 45 days. The place of performance is exclusively Palm Springs International Airport, and all bids must be submitted electronically through the PlanetBids portal; no other submission methods are accepted.
