Z2FD--Epoxy Flooring-Kitchen Floor
Solicitation # 36C24626Q0782_1
The contract is for the installation of a seamless epoxy flooring system in the kitchen at the Richmond VA Medical Center, classified under NAICS code 238330 as a construction service limited exclusively to Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The solicitation, issued by the Department of Veterans Affairs’ Network Contracting Office 6 in Hampton, Virginia, has a total estimated value of $19 million and requires proposals to be submitted via email to Natasha Hawkins by August 21, 2026. The work must be completed within a 31-day period from August 7 to September 6, 2026, with strict adherence to food-service and healthcare standards, including USDA/FDA compliance, OSHA slip-resistance requirements (coefficient of friction ≥ 0.6), and a minimum 10-year service life. The flooring must match Estes BCM Caramel, be non-toxic, low/zero VOC, resistant to kitchen chemicals, and fully cure within 24 to 48 hours, with a mandatory one-year warranty covering materials and workmanship. Evaluation is based on technical capability as the primary factor—requiring demonstrated expertise in surface preparation, double-broadcast quartz application, cove base installation, and topcoating—with price serving only as a tiebreaker in a best-value trade-off process, not a lowest price technically acceptable (LPTA) selection. Contractors must comply with stringent security protocols including Tier 3 or Tier 5 background investigations, PIV card issuance and display, and immediate removal of unfit personnel. Subcontracting is restricted under VA-specific clauses, limiting payments to non-similarly situated subcontractors to 50% of total costs, and requires adherence to the VAAR 852.219-75 subcontracting certification. All invoicing must be submitted exclusively through the VA’s eInvoice system to the Financial Services Center in Austin, Texas, and contractors are required to submit a Unique Entity Identifier (UEI) and CAGE code, with any use of prohibited telecommunications equipment needing disclosure within 72 hours. The installation site requires full coordination of kitchen shutdowns, and final acceptance occurs on-site with the contractor bearing all costs for corrections.

Airborne and Mobile Measurements to support NOAA ARL’s Research on Meteorology and Atmospheric Chemistry
Solicitation # 145022-26-0017
The contract solicits specialized airborne and mobile measurement services to support NOAA’s atmospheric research in key urban regions, including Washington DC/Baltimore and New York City, with additional focus on methane emissions characterization and boundary layer analysis using mobile ceilometers and drone-mounted analyzers. The contractor must provide fully equipped research aircraft, qualified flight crews, and operational support to conduct multiple research flights in compliance with FAA regulations, collecting high-quality meteorological, chemical, and navigational data that will be integrated with NOAA’s existing aircraft, satellite, and surface monitoring systems. Also required is the deployment of a mobile ceilometer for continuous planetary boundary layer height measurements and, when requested, FAA-compliant unmanned aircraft systems equipped with methane/ethane analyzers to quantify point source emissions. The effort includes analysis of mobile laboratory data collected during the 2026 SOCCER-AQ field campaign in Boston to identify and quantify urban emission sources, compare observations with emissions inventories and models, and produce peer-reviewed publications and conference presentations. Administrative coordination is a core component, with the prime contractor responsible for managing all subcontractors, overseeing financial and scheduling milestones, consolidating deliverables, and ensuring full compliance with contract terms through a firm fixed-price, all-or-none award. This is a small business set-aside under NAICS code 541715, with a performance period from September 1, 2026, to August 31, 2027, and payment terms of Net 30. All work is centered at NOAA’s Advanced Systems and Modeling Division in Riverdale Park, Maryland, with deliverables due by the end of the period of performance. Quotes must be submitted electronically by August 14, 2026, to the designated NOAA point of contact, and pricing must be provided in accordance with the SF18 form or company letterhead, including monthly and annual breakdowns. The government explicitly states it will not accept responsibility for non-receipt of quotes, and the awardee must confirm receipt. Wage determinations referenced under WD #2015-4265 and WD #2015-4187 apply, and administrative coordination responsibilities—including subcontract management, invoice processing, and final documentation—must be fulfilled by the prime contractor, though technical oversight of scientific tasks remains with NOAA and subcontractors. All contract provisions and clauses are accessible via acquisition.gov, and the solicitation does not require SAM representations that are not included in the official solicitation documents.

NOAA: BARON Weather Zero Balance NEXRAD Cables for the National Logistics Support Center (NLSC)
Solicitation # 1305M226Q0202
The National Oceanic and Atmospheric Administration (NOAA) is seeking to award a firm fixed price contract solely to small businesses for the procurement of Baron Weather Zero Balance NEXRAD Cables to support the National Weather Service’s National Logistics Support Center in Grandview, Missouri. This requirement is strictly branded to Baron Weather, Inc., and only authorized resellers of Baron Weather products are eligible to respond, as market research has confirmed no alternative cables can meet the critical technical specifications required for the WSR-88D severe weather radar system. These cables are essential for command, power, control, and data routing functions, and without them, the radar system would become inoperable, severely impacting the NWS’s ability to fulfill its Tri-Agency Agreement and provide necessary spare parts for maintenance and repair. Qualifying an alternative supplier is not feasible due to the extensive testing, labor, and funding required, making Baron Weather cables the only acceptable solution. All prospective contractors must be registered in the System for Award Management (SAM) and possess a valid Unique Entity Identifier (UEI) to be considered for award. The solicitation is a total small business set-aside under FAR 19.5, with responses due by July 30, 2026, and is identified by solicitation number 1305M226Q0202 under NAICS code 335929. Compliance with all items outlined in the Instructions to Offerors is mandatory; failure to address any of the first nine items will result in non-compliance and disqualification. The point of contact for this solicitation is Nikki Smith, and the award will be made to the responsible small business offering the best value, as determined in accordance with FAR 12.203(c)(2).
