On-Call HVAC Systems and Controls Engineering Evaluation and Recommendations

Solicitation RFQ E-2627-006 is an on-call agreement issued by the New Milford Public Schools Facilities Department in Connecticut to secure a technically proficient mechanical engineering consultant. The selected firm will act as an independent advocate for the district, providing as-needed evaluation, troubleshooting, and engineering recommendations for HVAC equipment and associated controls. The scope of work includes assessing equipment sizing and suitability, diagnosing deficiencies in pneumatic and digital control systems, and evaluating building envelope conditions. Deliverables must include concise written engineering evaluations, with a specific requirement for the practical application of ASHRAE standards and the use of BACnet/IP open-protocol integration for building management systems. The district will evaluate respondents based on their qualifications, the specific experience of proposed personnel, and a submitted fee schedule of hourly rates. Preference is given to firms with recent Connecticut K-12 experience and demonstrated expertise with Siemens Desigo, ESC, and Trane systems. Proposals must be submitted in sealed envelopes to the Facilities Office by December 3, 2026, including three printed copies and one electronic copy on a USB drive. Awardees must provide evidence of comprehensive insurance coverage, including general liability and property damage limits of at least 1 million dollars, and adhere to strict non-discrimination and equal opportunity certifications. The contract is subject to the availability of funds and may be terminated with 30 days notice if funding becomes insufficient.
