As part of the Department of Transportation, Pasadena's Parking Division manages critical public parking resources that support commerce, mobility, and neighborhood quality of life. Utilizing TIBA PARCs, the Division operates eight structured garages serving Old Pasadena and the Civic Center, including transit nodes, and mixed-use developments. The Division also maintains four surface parking lots used primarily for visitor and merchant parking. The five meter districts are managed by approximately 400 Arrive multispace meters and the Passport mobile parking app. The Division administers ten Preferential Parking Districts, overnight and daytime parking programs, and residential parking permits. Parking enforcement operates twenty-four hours a day, seven days a week, issuing approximately 100,000–180,000 citations annually depending on the year. The Parking Citation and Permit Management Solution is undergoing procurement; consultants may be asked to support transition planning if operational impacts arise. The purpose of this Request for Proposals (RFP) is to select qualified consultants to prepare parking consultant services on an as-needed basis in support of the City's Parking Division and establish an on-call services bench. The consultant on-call services bench will assist the City in completing parking projects such as preparing infrastructure evaluations, operational studies, technology modernization, and strategic planning and other related activities. Work will be assigned through Task Orders issued at the City's discretion.
