The contract involves providing advanced preliminary engineering services for the Austin Light Rail Phase 1 project, building upon prior conceptual designs to support project definition, environmental studies, and compliance with the National Environmental Policy Act (NEPA). The scope includes advancing design elements such as the end-of-line stations, downtown alignments, Waterfront station junction, and the light rail transit (LRT) operations and maintenance facility. It also encompasses the design of the Lady Bird Lake Light Rail bridge, including pedestrian and bikeway components, as well as coordination with other city projects within the construction limits, such as capital improvements and watershed protection initiatives. The services aim to refine design criteria, evaluate alternative station options identified during environmental reviews, and prepare detailed reference designs for subsequent project phases. The work will be executed through specific Task Orders, each defining activities like progressing the design to meet Federal Transit Administration (FTA) requirements for New Starts Project Development, supporting utility relocations and betterments, and addressing potential design updates based on NEPA outcomes. The contract allows for directed solutions across two main tracks: one focusing on preliminary engineering necessary for project development and entry into engineering, and the other on utility relocations and improvements, with an optional extension to advance utilities through final design. The contract is managed by the Austin Transit Partnership, with a response deadline set for February 27, 2024, and primary contact provided for inquiries.
