On-Call Public Works Inspection Services

The City of East Palo Alto is soliciting proposals for on-call public works inspection services to support its Capital Improvement Program projects, permit and encroachment work, and other public works activities. The scope of work includes construction inspection for roadways, sidewalks, ADA improvements, water, sewer, storm drains, streetlights, traffic, and park facilities, as well as monitoring private development and right-of-way work. Selected firms will be responsible for providing daily inspection reports, photo documentation, and ensuring compliance with approved plans, City standards, and applicable codes. Inspectors may be required to hold specific certifications such as ACI or QSD/QSP. The City utilizes a qualifications-based selection process where price is not a scored criterion; instead, the City will negotiate fair and reasonable fees with the top-ranked firm based on a 100-point evaluation of competence and qualifications. The resulting agreement will be for an initial term of up to three years, with the possibility of extension up to five years, and work will be assigned via written task orders. Proposals are due by September 8, 2026, at 5:00 PM and must include firm qualifications, three public agency references, personnel resumes, a fee schedule, and evidence of ability to meet comprehensive insurance requirements including professional, general, automobile, and worker's compensation liability.
