On-Call Tree Maintenance Services

The City of Walnut Creek is seeking a contractor to provide on-call tree maintenance services across all city-owned properties under a five-year, prevailing wage contract. The contractor must be available 24/7 with a one-hour response time for emergencies and perform services including tree trimming, pruning, removal, stump grinding, and debris disposal, all in accordance with ANSI A300, ANSI Z133, ISA best practices, and Cal OSHA standards. Work is to be conducted Monday through Sunday between 7:00 AM and 3:00 PM, with additional flexibility for emergency situations. Evaluation focuses on technical qualifications including staff certifications (OSHA10, EHAP, traffic control), organizational structure, staff retention strategies, and demonstrated 24/7 service capability, with no numerical weighting assigned. Financial thresholds trigger additional obligations: certified payroll and DIR registration are required for task orders over $15,000, and payment and performance bonds at 100% are mandatory for orders exceeding $25,000. The contractor must provide fully labeled equipment with company contact information, maintain proper insurance, and ensure a fluent English-speaking representative is present on every worksite. Failure to meet response times or repeated non-compliance may lead to termination for default and cost recovery by the City.
