The Environmental Protection Agency (EPA) intends to extend the current contract for on-site IT support services at its National Center for Radiation Field Operations (NCRFO) in Las Vegas, Nevada. The existing task order, GS-35F-285DA/EP-G16H-01349, which provides critical IT services supporting analytical networks, infrastructure, and field communications, is set to expire on February 29, 2024. To avoid any disruption in these essential services, the EPA plans to negotiate a short-term, sole source extension with Leidos, Inc., the incumbent contractor that has been providing these services since 2016. This extension will cover three one-month options, allowing continuous IT support without interruption while the agency finalizes the award of a follow-on contract. Leidos, Inc. is deemed the most capable contractor for this short-term continuation due to their existing infrastructure, personnel, and operational readiness, which ensures seamless service delivery. Although the extension is intended as a limited source procurement, the EPA invites all interested and qualified vendors to submit capability statements, proposals, and itemized pricing within seven days of this notice to determine if full and open competition is feasible. Responses will be reviewed in accordance with federal acquisition regulations, but the agency reserves the right to proceed without competition if it determines doing so is in the Government’s best interest. All communications related to the procurement must be submitted via email, and no phone inquiries are being accepted at this time. Further information and procurement updates will be available on Sam.gov and FedConnect.

Environmental Protection Agency (EPA) Notice of Intent to Sole Source: GS-35F-285DA/EP-G16H-01349 NAICS Code: 541519 - Other Computer Related Services. The US Environmental Protection Agency (EPA) has a requirement for continuation of services under the current contract, GS-35F-285DA, task order number EP-G16H-01349 as described below. The subject task order expires on 02/29/2024. The contract for follow-on services will not be awarded prior to the expiration date of EP-G16H-01349. The services under this contract are critical and cannot lapse and therefore, the EPA intends to negotiate on a sole source basis with Leidos, Inc. located at 9737 Washingtonian Blvd, Gaithersburg, MD 20878. A modification will be done to the subject task order to extend services for three (3), one (1)-month option periods until a replacement contract has been awarded. During these three (3), one (1)-month option periods, Leidos, Inc. will continue to provide on-site IT service for the agency in accordance with the current task order. This task order provides the agency on-site IT services in support of the EPA's National Center for Radiation Field Operations (NCRFO) analytical network, local/cloud infrastructure, and ER field communications in Las Vegas, NV. Leidos, Inc. is best suited for continuing to provide services and support during the three (3), one (1)- month option periods as they have the necessary infrastructure, personnel, and supplies already in place, fully functioning, and doing so will guarantee continuity of services for the agency. This is a short-term extension to the subject contract to ensure that the agency has continued support for on-site IT service. Leidos, Inc. has adequately supported EPA since being awarded the contract in 2016. Considering the short period of performance contemplated within this extension, the Government believes, that no other contractor could transition this workload from Leidos, Inc. and efficiently continue performance without potential reduced services, increased costs, and unnecessary risks to the Government. These three (3), one (1)-month option periods of service is not an attempt by the Government to limit competition to the incumbent contractor but to ensure that there is no lapse in on-site IT services in support of the NCRFO for the agency and to provide additional time for the award of a follow-on contract. In accordance with FAR Part 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the Agency. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon response to this notice, is solely within the discretion of the Government. The intent of this notice is to state the Government's intention to award this extension on a limited source basis and to determine if any other source(s) exist; and, therefore, no solicitation is available. All interested parties who believe they can provide the required service should fully explain their capabilities and qualifications in writing and must submit itemized pricing that is sufficient to decide that competition is feasible. All vendor responses will be considered. Responses to this notice should be submitted to the Contract Specialist, Andrea Courtney at courtney.andrea@epa.gov and Contracting Officer, Marsha Johnson at johnson.marsha@epa.gov within 7 days from the date of this notice. The notice, amendments, and other information related to this procurement as well as any subsequent procurement notifications will be posted on the Sam.Gov website at: www.sam.gov and the FedConnect website at: https://www.fedconnect.net/ . At this time, phone calls related to this procurement are not being accepted.
