One (1) Multi-Purpose Utility Tractor / Sidewalk Machine with Attachments

The City of Quinte West is soliciting proposals for the supply and delivery of one new or demo diesel-powered, articulated 4x4 multipurpose wheeled utility tractor with a minimum of 74 net horsepower. This vehicle is intended for year-round use by the Public Works and Environmental Services Department and must be capable of operating in extreme conditions, including ice, snow, wet, dust, and mud, within a temperature range of -30C to +30C. The core unit must include several specific attachments: salt and sand spreaders, a water tank and pump kit, a 51-inch wide ribbon snow blower, a 60-inch straight blade single trip plow, and a concrete cold planer. The equipment must be delivered completely assembled, serviced, and ready to operate, bearing the National Safety Mark in compliance with Canadian Motor Vehicles Safety Regulations and meeting Ontario Federal Pollution Control requirements. The procurement process follows a three-stage evaluation: a review of mandatory submission requirements, an assessment of non-price rated criteria such as warranty and delivery schedules, and a relative pricing evaluation. The contract will be awarded to the top-ranked respondent based on the combined score of the non-price and pricing stages. Delivery is required in 2027 to align with the City's preapproved budget, with the final destination being the Public Works Operations Centre in Trenton, Ontario. The successful supplier must maintain commercial general liability insurance with insurers rated B+ or higher by A.M. Best and adhere to all applicable workplace safety and insurance laws. All specifications must meet S.A.E. standards, and the City reserves the right to inspect the deliverables before final acceptance.
