One (1) Multi-Purpose Utility Tractor / Sidewalk Machine with Attachments

The City of Quinte West is soliciting proposals for the supply and delivery of one new or demo diesel-powered, articulated 4x4 multipurpose wheeled utility tractor/sidewalk machine for its Public Works and Environmental Services Department. The vehicle must have a minimum of 74 net horsepower and be capable of year-round operation in extreme conditions, with an operating temperature range between -30C and +30C. Required attachments include salt and sand spreaders, a water tank and pump kit, a 51-inch wide ribbon snow blower, a 60-inch straight blade single trip plow, and a concrete cold planer. The equipment must be delivered completely assembled, serviced, and ready to operate to the Public Works Operations Centre in Trenton, Ontario, with delivery scheduled for 2027 to align with the city's budget. The procurement process involves a three-stage evaluation: a mandatory submission review, an assessment of non-price rated criteria such as warranty and delivery schedules, and a relative pricing evaluation. The contract will be awarded to the top-ranked respondent based on the combined score of the non-price and pricing stages, with the lowest price serving as the tie-breaker. Technical requirements mandate compliance with SAE standards, Ontario Federal Pollution Control requirements, and the Canadian Motor Vehicles Safety Regulations, including the bearing of the National Safety Mark. The successful supplier must maintain commercial general liability insurance with an A.M. Best rating of B+ or greater and indemnify the city against various claims.
