The General Services Administration’s Federal Acquisition Service is managing a continuously open, indefinite-delivery, indefinite-quantity (IDIQ) multiple-award contract solicitation under the One Acquisition Solution for Integrated Services Plus (OASIS+) program, specifically set aside for Women-Owned Small Businesses (WOSB), with solicitation number 47QRCA23R0005-P2. This contract enables federal agencies to obtain integrated services across six functional Domains—Information Technology, Security & Protection, Transportation, Technical and Engineering, Logistics, and Facilities—on a global basis, accommodating both commercial and non-commercial requirements that span multiple NAICS codes, with the primary classification being 541990. The master contract features a five-year base period with a single five-year option period, allowing the term to extend up to ten years, and includes FAR 52.217-8 for optional six-month extensions applicable to task orders. There is no maximum dollar ceiling for the contract or individual task orders, but each task order must have a minimum award value of $2,500. Task order contract types, clauses, and pricing are determined at the ordering level by the Ordering Contracting Officer and may include Firm-Fixed-Price, Time-and-Materials, or Labor-Hour structures, with pricing ceilings proposed by offerors using the J.P-9 Cost/Price Template covering a 15-year horizon to accommodate long-term ordering needs. All proposals must be submitted electronically through the OASIS+ Submission Portal (OSP) at oasis.app.cloud.gov, which has been active since January 12, 2026, and offerors must maintain an active registration in SAM.gov with a current Unique Entity Identifier (UEID). Proposals must include a completed SF-33, valid socioeconomic representations, and mandatory compliance documentation such as the Domain Qualifications Matrix, Past Performance Rating Form, Project Verification Form, and, if applicable, Contractor Teaming Arrangements, Subcontractor Commitment Letters, and Meaningful Relationship Commitment Letters. Evaluation is based on a pass/fail system with mandatory thresholds: all proposals must meet basic acceptability criteria, and WOSB offerors must accumulate at least 36 credits out of a possible 50 under the Domain Qualification Matrix, which awards points for qualifying project experience, systems and clearances (e.g., Top Secret or Secret facility clearances), and certifications like CMMI Level 2+, ISO 27001

May 12, 2026: The U.S. General Services Administration’s Office of Acquisition Solutions Development (ASD) is pleased to announce the first Phase II apparent awardee notifications for the OASIS+ Women-Owned Small Business (WOSB) Set-Aside. A consolidated list of Phase II apparent awardees for all OASIS+ contract families may be accessed on the OASIS+ Solicitations (Continuously Open) Website (see “Links” section within this SAM.gov posting). This list will be updated with additional apparent awardees as award announcements continue to be made.

Award notifications have been sent via email to offerors who have been determined successful in one or more proposed domains. Apparent awardees are reminded to ensure that their SAM.gov entity information is active, accurate, and complete at all times. The program plans to issue formal awards and notices to proceed (NTPs) to the qualified contractors on or about May 22, 2026 after final legal reviews occur. The newly awarded contracts will be available for ordering in GSA eBuy one business day following the issuance of formal awards and NTPs and upon contractor registration within the Vendor Support Center (VSC), whichever is later. Contract awardees must register their contracts in VSC before they will be visible in eBuy and available for procurement.

Please note that GSA continues to release answers to RFP questions deemed broadly beneficial and relevant on a regular basis on the program website, OASIS+ Solicitations (Continuously Open) Website. Questions related to the award announcements should be submitted via email to the OASIS+ Contracting Officers at oasisplusmods@gsa.gov.

Please continue to monitor the OASIS+ Interact Community Forum where you can join and subscribe to get notifications about announcements and program updates. For more information about the OASIS+ Program, visit: The OASIS+ Website. Also, follow our social media channels X and LinkedIn.

Should GSA determine a need to close any domain or solicitation vehicle, the agency will provide public notification. Offerors are permitted to submit a single proposal for multiple domains under a single solicitation. There is no fixed timeline for award; timelines will vary based on the volume of proposals received and are subject to resource availability.

Offerors must be registered and active in SAM.gov. All proposals must be submitted through the OASIS+ Symphony Portal (OSP). The OSP is open for registration and submission of offers as of January 12, 2026. Registration information and submission instructions are provided at https://oasis.app.cloud.gov/. The OASIS+ CO is the sole point of contact for all questions under this solicitation. Industry is welcome to submit any questions after carefully reviewing the RFP and registering in the OSP. Offerors must submit all questions regarding the solicitation via the OSP. GSA reserves the right to publicly discuss and publish, or simply consider, questions and comments regarding the RFP.

Offerors are solely responsible for reviewing and staying current with the solicitation and all amendments posted on SAM.gov. In the event of a conflict, the solicitation and amendments posted to this notice on SAM.gov take precedence over any information contained on other websites or prior communications. Any clarification that changes solicitation requirements will be issued, as appropriate, through a solicitation amendment.

3D LiDAR AND SMARTPHONE-BASED PLATFORMS FOR MOTOR VEHICLE TRAFFIC DATA
Solicitation # 693JJ326Q000027
This contract is a non-personal services firm-fixed-price purchase order issued by the U.S. Department of Transportation’s Federal Highway Administration under solicitation number 693JJ326Q000027 to assess a dual-platform approach for collecting roadway data using high-resolution 3D LiDAR and smartphone-based systems. The purpose is to evaluate the feasibility and effectiveness of these technologies in enhancing safety and operational efficiency at selected roadway sites, particularly by reconstructing geometric layouts, identifying roadside and overhead signs, and assessing stopping sight distances in compliance with AASHTO Greenbook standards. Work requires collecting data from vehicles in motion at one innovative intersection or interchange and approximately two miles of winding roadways, leveraging both a 3D LiDAR platform meeting a minimum point density of 1,000 points per square meter with a 200-meter effective range and a smartphone-based platform recruiting 25 local drivers. Key deliverables include raw 3D LiDAR scan datasets, a 3D digital model of the facilities, and a Section 508-compliant final report assessing the data’s utility for safety and operational analysis. The procurement follows a Lowest Price Technically Acceptable (LPTA) selection process, where technical and management approach and staffing approach are evaluated on a pass/fail basis to ensure vendors understand the tasks and have qualified personnel, while award is made to the technically acceptable offeror with the lowest price. Proposals must be submitted as a single email under 10 megabytes containing a completed Excel pricing schedule, mandatory business details including SAM.gov registration status, Unique Entity ID, Federal Tax ID, business size, and confirmation of adherence to FAR terms, along with detailed technical and staffing narratives supported by resumes and project plans. The contract has a 24-month performance period, with all tasks bound by this timeframe, and requires electronic invoicing through the DOT’s Delphi Invoicing portal via www.login.gov, with payment terms set at NET 30. Contractors must comply with numerous FAR and Transportation Acquisition Regulation clauses covering labor standards, whistleblower rights, cybersecurity prohibitions, fraud and trafficking prevention, payment methods, and site-specific safety requirements including seat belt use and bans on text messaging while driving. All offerors must be active in SAM.gov, with matching entity and mailing information, and must certify the accuracy of all submitted data. The work will be performed both at the contractor’s facility and in the field, with acceptance criteria defined in technical exhibits that mandate error-free documentation

One Acquisition Solution for Integrated Services Plus (OASIS+) Total Small Business Set-Aside Continuously Open
Solicitation # 47QRCA23R0001-P2
The General Services Administration’s Federal Acquisition Service is managing the continuously open, multiple-award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract known as One Acquisition Solution for Integrated Services Plus (OASIS+), specifically under the Total Small Business Set-Aside solicitation 47QRCA23R0001-P2, with a North American Industry Classification System (NAICS) code of 541990. This contract facilitates the acquisition of professional services across twelve primary domains including Management and Advisory, Technical and Engineering, Research and Development, Intelligence Services, Environmental, Facilities, Logistics, Business Administration, Marketing and Public Relations, Human Capital, Financial Services, and Social Services. The contract has a five-year base period with a possible five-year option, extending the total term to ten years. All proposals must be submitted exclusively through the OASIS+ Symphony Portal (OSP) at oasis.app.cloud.gov, and offerors must maintain active and current registration in SAM.gov. Participation is limited to small businesses, and both the offeror and all proposed subcontractors must be registered with a unique entity identifier (UEID) and self-certify as small businesses under applicable size standards; any change in size status post-award must be immediately reported. Amendments to the solicitation, such as Amendment 0009 issued on July 7, 2026, require acknowledgments via signed SF30 forms, which must be uploaded correctly in Symphony for any pending offers submitted prior to the amendment.
