One Valley One Vision - County Project No. R2007-01226

The Santa Clarita Valley Water Agency has approved Resolution SCV-530, requesting that the Local Agency Formation Commission for the County of Los Angeles initiate proceedings for a change of organization to annex approximately 1,607 acres known as the Legacy Village Subdivision on behalf of Stevenson Ranch Venture, LLC. This action, identified as LAFCO No. 2026-01, involves the agency acting as a responsible agency to ensure compliance with the California Environmental Quality Act. The project utilizes the certified Santa Clarita Valley Area Plan Environmental Impact Report, and while a significant environmental effect was determined, the agency has adopted mitigation measures and a monitoring plan to address these impacts. The scope of the project is integrated into the One Valley One Vision planning area, where water service is analyzed regionally based on existing conditions and the proposed buildout of the City's General Plan. To ensure sustainable water sources, performance standards are applied on a project-by-project basis, requiring either a will-serve letter from a purveyor for piped water or specific capacity and quality tests for on-site well water as mandated by the County Department of Public Health. Financial obligations for the annexation include the payment of all processing costs, covering title reports, legal services, and staff, engineering, and environmental costs.
