Online Subscriptions Program - RFI

The Maryland Lottery and Gaming Control Agency is conducting market research through a Request for Information (RFI) for an Online Subscriptions Program. This initiative is a pre-solicitation planning tool intended to gather industry trends, standards, and best practices to inform a future Request for Proposals for a single, turn-key system. The program must comply with State Government Article Section 9-111(e), specifically regarding a commission structure where retailers earn commissions for up to 24 months after the first renewal. Key areas of interest include eCommerce solutions for subscription vouchers, integration with the Lottery Central Monitoring and Control System and the MLR Program, and the implementation of Responsible Gaming features. Interested parties must provide information on system development life cycle standards, quality assurance testing, and comprehensive cybersecurity strategies, including preventative measures and data breach responses. Responses must be submitted as a searchable PDF of no more than seven pages by 2:00 p.m. Eastern Time on November 24, 2026. It is critical that respondents do not provide pricing or customized solution details, as doing so may lead to disqualification from future procurements. Additionally, vendors must clearly mark any proprietary information and provide written justification for exemptions from public disclosure under the Maryland Public Information Act.
