The USDA is seeking a qualified contractor to develop and maintain 11 virtual online training courses tailored to Federal Government Benefits. These courses are intended to replace in-person seminars taught by Certified Financial Planner professionals and must meet federal financial course standards. The project is a firm fixed price acquisition with a base period starting upon award and four subsequent option years extending through June 2020. Proposals must include a technical approach, price proposal, and evidence of past performance. The cost proposal should specifically detail the expenses for developing the courses and the ongoing costs for maintenance and updates. Notably, the contractor is required to upgrade course content to reflect current federal regulations at no additional cost to the government. The USDA prefers customized training products and requires a free government purpose rights license in perpetuity, eliminating the need for additional licensure fees.
