Open Education Resources Third Party High-Quality Instructional Materials Content Review

The Texas Education Agency (TEA) is soliciting proposals under solicitation 701-26-024 for qualified respondents to conduct a comprehensive review of High-Quality Instructional Materials (HQIM) to support the continuous improvement of its Open Education Resources (OER). The scope of work involves reviewing materials across multiple content areas and grade bands to ensure alignment with state standards, including the Texas Essential Knowledge and Skills (TEKS), English Language Proficiency Standards (ELPS), and Texas Prekindergarten Guidelines (TPG). Selected contractors will be responsible for performing parallel reviews at the lesson, unit, course, and program levels, providing actionable feedback, and supporting the translation and transadaptation of materials into Spanish. The contract is anticipated to start in March 2027 with a term of five state fiscal years. Award decisions will be made on a trade-off basis, evaluating the best value based on a 108-point scale that prioritizes the Task, Activity, Deliverable, and Budget Plan, management and risk mitigation strategies, and content area expertise. Key requirements include strict adherence to the TEA Brand Book, compliance with the Texas Prompt Payment Act for electronic invoicing, and adherence to specific state mandates regarding cybersecurity training, E-Verify, and prohibitions on DEI practices and preferred personal pronouns. Proposals must be submitted via the Euna Procurement (Bonfire) portal by September 17, 2026, at 2:00 P.M. Central Time.
