Open Framework for Supported Living, Community Outreach and Day Opportunity Services

Cheshire East Council is establishing an open framework for Supported Living, Community Outreach, and Day Opportunity Services to provide high-quality, safe care that promotes independence, dignity, and quality of life for individuals with learning disabilities, autism, mental health needs, and associated physical or sensory impairments. The framework is divided into six lots: Lot 1 for low-level needs, Lot 2 for moderate and high needs, Lot 3 for complex needs requiring 24-hour specialist support, Lot 4 for community outreach, Lot 5 for day opportunities, and Lot 6 for innovation. The aggregate estimated contract value is 428 million pounds, with a performance period from April 1, 2027, to March 31, 2032, and a potential 24-month extension to March 31, 2034. The award process is based on a pass/fail evaluation of both pricing and quality. To pass, tenderers must accept the pricing strategy, confirm compliance with social value requirements, and provide references confirming that services were delivered to an acceptable contractual standard without unresolved safeguarding concerns. The framework targets Small and Medium-sized Enterprises for Lots 2, 4, and 5, and Voluntary, Community and Social Enterprises for Lot 5. Opportunities within the framework will be awarded through mini-competitions, and the Council intends to reopen the framework within the first 18 months of the award and at least once every five years thereafter.
