AI Contract Overview
The U.S. Department of Health and Human Services, through the Administration for Children and Families, intends to negotiate a sole-source contract with Gruntwork, Inc. of Encinitas, California, for commercial support services related to OpenTofu, an open-source infrastructure-as-code platform critical to managing the agency’s cloud infrastructure. This acquisition is authorized under FAR Part 12.102(a) restricting competition because Gruntwork, Inc. is the only vendor capable of providing standalone commercial support for OpenTofu that is fully compatible with the agency’s existing systems and security requirements. The required services include timely technical assistance with response times scaled to issue severity—same-day for critical outages affecting cloud provisioning—and ongoing access to a maintained library of infrastructure modules that must remain compatible with ACF’s environment. All updates and deprecations must be communicated in advance for review and testing prior to deployment. Support must comply with all federal IT security standards including FISMA and HHS policies, with no direct access granted to government systems; all interactions must occur through approved, secure communication channels. The contract will be awarded as a firm-fixed-price acquisition with a one-year base period and two optional one-year extensions, totaling up to three years of performance. The NAICS code is 541512 for Computer Systems Design Services with a $34M small business size standard and the PSC is DA10 for IT Telecom and Business Applications. Interested parties may submit a capability statement not exceeding five pages by email to the designated Contract Specialist by May 8, 2026, referencing solicitation number 7571TE26NOI00022. No proposals are being solicited, and the Government is under no obligation to award a contract based on responses, nor is it required to acknowledge receipt or provide feedback.
