Operation and Maintenance of Fuel Facilities

The contract seeks information from small business sources capable of providing non-personal fuel management services to operate and maintain Government-owned, Contractor-operated (GOCO) fuel facilities at multiple Air Force Bases, including Patrick AFB, Vandenburg AFB, Peterson AFB, and Buckley AFB. The services include receiving, storing, issuing, maintaining quality, and accounting for petroleum products such as liquid oxygen or rocket propellant, along with facility maintenance. This sources sought notice is intended for market research purposes under FAR Part 10 and does not constitute a solicitation; however, a forthcoming solicitation will be issued as a small business set-aside under NAICS code 493190 with a size standard of $25.5 million. The Government plans to award multiple firm, fixed-price contracts for a five-year period starting around April 2011, with contracts subject to the Service Contract Act and Collective Bargaining Agreements. Interested firms, including Small Businesses, 8(a), HUBZone, and Service-Disabled Veteran-Owned Small Businesses, are invited to submit detailed capability statements by a specified deadline via email.
