Operation and Maintenance Services for U.S. Embassies in Europe/Asia

The Department of State, Bureau of East Asian and Pacific Affairs and Bureau of European and Eurasian Affairs, intends to award a Time and Material contract with both fixed and reimbursable line items for the operation and maintenance of the of the United States Embassy in Moscow and its constituent posts and the Embassies in the Newly Independent States (NIS), and posts in China and Vietnam. Performance on this contract requires a Final Top Secret Facility Clearance (FCL). Due to the immediate need for Top Secret level performance, DOS will not sponsor any uncleared or Secret cleared firms for a Top Secret FCL. Offerors must already possess a TS FCL in order to be considered for contract award. The contractor shall provide a broad range of operations, maintenance, repair and custodial duties and other related functions required to service the physical plant. Additional staff functions, including administrative, para-professional and clerical duties, will be performed in support of the overall mission of the posts. The primary focus of Contractor activity will be work: a) In areas to which Diplomatic Security (DS) restricts access to personnel with Top Secret clearance, or b) With material of an administratively sensitive nature. Draft Section C and B-Tables of the RFP are included with this announcement. No other sections referred in Section C are available at this time. The proposed period of performance shall be two base years with three option years. Expected cost is $40 to $60 Million. The Government intends to solicit this requirement using acquisition procedures contained in FAR Part 15. One award is anticipated. The Government shall make an award to the responsible offeror whose offer conforms to the requirements of the solicitation and is evaluated as being the best value to the government, cost or price and other factors considered. The Government intends to issue the solicitation on or about June 12, 2019 via ProjNet. To obtain a ProjNet account, the offeror needs to send email to DocumentControl@state.gov. The email shall contain the name and the email addresses of each individual. The site visits to U.S. Embassy Beijing, China; U.S. Embassy Moscow, Russia; and USNATO Brussels, Belgium will be offered during the course of the summer. All prospective offerors must be registered in the Central Contractor Registration (CCR) in order to be eligible for award. Offerors shall check FEDBIZOPPS.gov daily to keep abreast of all updates (amendments) concerning this requirement. No individual notices will be provided.
