Solicitation N61331-15-R-0002 is an 8(a) small business set-aside issued by the Naval Surface Warfare Center Panama City for the operation and maintenance support of the Sea Fighter (FSF-1) vessel. The procurement utilizes a mix of Cost-Plus-Fixed-Fee, Cost-Only, and Firm-Fixed-Price contract types, covering a base year and four option years. The scope of work includes providing crew and support labor, managing a comprehensive inventory of vessel equipment valued at over 158 million dollars, and adhering to strict security requirements necessitating a Top Secret facility clearance. Key deliverables are managed through a Contract Data Requirements List, which mandates technical reports, monthly status reports, and emergency weather plans. The solicitation process involved multiple amendments to clarify proposal instructions, update the Performance Work Statement, and refine pricing formats. Significant updates included the removal of Seaport-e IDIQ references and the clarification that the contract falls under the Walsh-Healy Public Contract Act rather than the Service Contract Act. Detailed requirements are provided for key personnel, including the Program Manager, Master, and Chief Engineer, with specific wage determinations for licensed and unlicensed deep sea vessel employees. Offerors are required to submit detailed staffing plans and cost summaries, including indirect rates and DCAA contact information, to support their pricing proposals.
