The Fleet Industrial Supply Center, Norfolk, through its Philadelphia Office, plans to procure operational and technical support services for the United States Joint Forces Command (USJFCOM) Intelligence Directorate (J2). The contract involves integrating General Atomics Aeronautical Systems' Predator A/B Unmanned Aerial System surrogate, specifically a Beechcraft King Air 200 manned aircraft, into a joint Intelligence, Surveillance, and Reconnaissance (ISR) framework. This integration supports conducting flight operations and gathering, processing, and disseminating electro-optical/infrared (EO/IR) full motion video along with synthetic aperture radar (SAR/GMTI) imagery, including associated metadata to enhance mission effectiveness. The government intends to award the contract as a firm-fixed-price agreement through negotiated procurement with a single source, rather than a competitive bidding process. Interested parties may express their interest or submit capability statements by May 29, 2009, to be considered in determining whether to pursue competitive procurement, although the final decision rests solely with the government. The solicitation is identified by number N00189-09-T-Z081 and falls under the NAICS code 334511, which pertains to search, detection, and navigation instruments manufacturing.
