C-208 and PC-12 Special Missions Training
Solicitation # FA3002_FMS_C208_PC12_SMT
The Department of the Air Force, specifically the Air Education and Training Command Special Missions Division and Air Force Security Assistance Training, is conducting market research to identify qualified commercial sources for turnkey flight and maintenance training on C-208B Grand Caravan EX and Pilatus PC-12 aircraft. The primary requirement focuses on Contractor-Owned, Contractor-Operated assets and facilities within the Continental United States under FAA civil certification. There is also a contingent requirement for OCONUS support via Mobile Training Teams utilizing host-nation assets. Training objectives include initial and recurrent qualification for pilots, Mission Systems Operators, and Loadmasters, with a specific emphasis on special missions such as Intelligence, Surveillance, and Reconnaissance, Tactical Airland, Short-Field, and Night Vision Goggle flight operations. Maintenance training will cover airframes, PT6A powerplants, and tactical gear. Interested respondents must submit a capability statement and a completed capability matrix detailing their operational locations, fleet availability, and instructional capacity. The government is seeking input on the most cost-effective contract structures, such as firm-fixed-price per student or a monthly retainer with variable costs per flying hour. Compliance with AETC syllabi and AETCMAN 11-2AA standards is mandatory, and contractors must be capable of managing Defense Base Act insurance, international deployment clearances via APACS, and Status of Forces Agreements for OCONUS operations. This effort is currently a Sources Sought notice under NAICS 611512 and does not yet constitute a formal request for proposal or a contractual obligation.

The U.S. Army Contracting Command Redstone Arsenal is soliciting innovative commercial products, technologies, and services to modernize aviation training through a Commercial Solutions Opening. The primary objectives are to rapidly train and qualify aviators across all platforms, transform training proficiency using commercial best practices, and expand the aviation industrial base. Additional Information: It is estimated that 1320 hours of aircraft flight time, 2416 hours of certified flight instructor time, and 980 hours of flight surgeon/pilot time will be required to satisfy this effort. The number of aircraft, flight instructors, and flight surgeon/pilots required to meet this contractual obligation will increase with each successive element. The initial requirement will be for a maximum of two aircraft and two flight instructors. This will increase to a maximum of three aircraft and three flight instructors. The last increments will require enough aircraft and instructors to fly a minimum of 10 sorties per day and two flight surgeon pilots and then increase again to require enough aircraft and instructors to fly 20 sorties per day and two or three flight surgeon pilots. Implementation is scheduled to begin NLT 14 September 2009. It is expected that this activity will mature into an ongoing flight training requirement at USAFSAM that could require as much as 5800 hours of flight training annually and that will migrate to Dayton, Ohio with the School in 2011 Insurance limits are not known at this time. All training must be accomplished in accordance with USAF, AFMC, and FAA regulations and requirements. Fuel will not be available from military sources. The Government would consider tandem seating but prefers side-by-side seating for the type of training that will be conducted. The USAF's Initial Flight Screening program uses side-by-side cockpits. Late responses will be accepted.
