OPERATIONAL RATION

Solicitation SPE3S1-26-R-0011, issued by the Defense Logistics Agency Troop Support Subsistence Directorate, seeks commercial providers for a variety of shelf-stable operational rations, including white rice, pork sausage links, blueberry desserts, and numerous UGR trays. The contract is structured with five consecutive delivery periods of 365 days each, with a required delivery date of 120 days after the issuance of each order. Deliveries are F.O.B. Destination, primarily to the Defense Depot Tracy in California. The award will be based on the Lowest Price Technically Acceptable (LPTA) method, where technical acceptability is a pass/fail threshold based on factors such as Product Demonstration Models, quality systems, and food defense plans. Offerors must submit proposals by September 21, 2026, including a technical proposal, a pricing proposal, and physical product demonstration models. The government will evaluate these models using a 9-point quality rating scale for sensory attributes like appearance, odor, flavor, and texture. Strict compliance is required for packaging and marking, adhering to MIL-STD-129 and MIL-STD-130, and all wood packaging must meet ISPM 15 standards. Additionally, contractors must implement specific cybersecurity measures and report incidents in accordance with DFARS regulations. Invoicing must be processed exclusively through the Wide Area Workflow system.
