The International Boundary and Water Commission, U.S. Section, is conducting market research to identify qualified contractors capable of providing operations, maintenance, and repair (OMR) services for the International Outfall Interceptor (IOI) in Rio Rico, Arizona. The IOI is a critical wastewater pipeline system approximately 46,600 linear feet long with 110 manholes that transports sewage from Nogales, Sonora (Mexico), Nogales, Arizona, and Rio Rico, Arizona, to the Nogales International Wastewater Treatment Plant. The anticipated contract will span five years, including a base year and four option years, and requires contractors to perform comprehensive maintenance tasks such as CCTV inspections, smoke testing, cleaning, emergency repairs, flow monitoring, and comply with cybersecurity requirements for associated computerized management systems. Interested firms must demonstrate capabilities in operating under stringent regulatory and safety standards, including OSHA, ADEQ, and DHS coordination, and manage a Computerized Maintenance Management System (CMMS) compliant with federal cybersecurity mandates like FISMA and FedRAMP. Submissions should include company information, relevant wastewater system experience, staffing qualifications including an Arizona Grade IV Certified Wastewater Collection Operator, technical and emergency response strategies, and past performance details.
